Upavon Parish Council has, for the past few years, held Half-Yearly Public Meetings in October/November of each year.  Whilst the Meetings have given an overview of the Parish Council’s achievements, ongoing issues and future challenges, the main aim has been to ‘consult villagers and learn their views, in order that a Parish Plan for [the next Financial Year] can be constructed and costed’.
The most recent Half Yearly Meeting was held in the Village Hall on Wednesday 14th October 2015.  The date of the Meeting had been decided over twelve months ago and was publicised on the Parish Council Notice-Board, on the Website, and in the monthly Together Magazine.  The Meeting was attended by three villagers – of whom, two turned up late!  Last year’s Meeting was similarly attended by three villagers, and this has been the trend for the past four or five years.
A significant amount of work goes into the preparation and running of Public Meetings, which are run for the benefit of our villagers: however, it has become clear that it is simply not worth the effort if only a handful, or less, of villagers can be bothered to turn up and engage with the Parish Council.
We have therefore decided that we will not be holding a Half-Yearly Public Meeting in 2016.  Villagers who wish to propose projects to be undertaken will still be encouraged to do so.  Should you wish to make any proposals, you can:
• Contact the Parish Council Clerk by e-mail at upavonclerk@outlook.com, or in writing to 24 High Street, Upavon, SN9 6EA with the details of your proposal.
• Attend the next scheduled Upavon Parish Council Meeting and put your proposal forward during the Adjournment period of the Meeting.
In either case, you should be prepared to provide a reasonable level of detail regarding your proposal and, in the event that significant expenditure is necessary, you should be prepared to present a robust case justifying such expenditure. 


We are mandated to run an Annual Parish Meeting in May each year.  The date for next year’s Meeting will be publicised in the near future.  These Meetings have not been well attended over the past four years or so, and we would encourage as many villagers as possible to attend the next Meeting in May 2016. 


We will continue to run Public Meetings in order to discuss Planning Issues on an ‘as required’ basis.  The dates for such Meetings will be publicised well ahead of the Meetings, and maximum attendance will be encouraged.
